Gallow is a country facing tumultuous change, and nowhere is that more apparent than in its capital, Cerrano. A city made of immigrants and inventors, coming to the heart of the old world to rebuild it anew. Those without magic are beginning to question their low status in society, railing against their position as lesser than the magical people in charge. Our three main characters face this time in very different ways.

There is fifteen-year-old Greycoat cadet Lara Key, trained since birth to be the perfect officer and sent to Cerrano for the first time to fulfil this role. She finds herself in a city of colours and chaos that shakes loose the passions her trainers spent so long beating down; especially when she is faced with the dreamlike Deputy Commissioner, Roman Ion.

Forty-three year old inventor Watterson Teach, co-leader of the influential Steam Syndicate and father to liberationist agitator Evie, is struggling. He and friend/fellow inventor/sometimes-lover Modesto Cinnabar also find themselves embroiled in scandal and grief as their thirds business partner and oldest friend Ash Sevo dies under strange circumstances, leaving them to care for his young son Wes and keep the Syndicate afloat as the Greatcoats close in around them.
